Boards & Commissions

City boards and commissions serve as advisory groups that study specific policy areas, gather community input, and make recommendations to the City Council on those issues.

Accommodations Tax Advisory Committee

The Accommodations Tax Advisory Committee, mandated by the State of South Carolina, reviews applications and makes funding recommendations to the City Council. These expenditures are also reviewed by the State of South Carolina’s Tourism Expenditure Review Committee (TERC), which differentiates between events attended primarily by residents and those designed for and attended primarily by non-residents.

Airport Environs Commission

The Airport Environs Planning Commission is a nine-member body, separate from the Greenville-Spartanburg Airport Commission, dedicated to supporting sustainable growth around the Greenville-Spartanburg International Airport. Members serve two-year terms, with two members representing and appointed by the City of Greer—one residing in Greenville County and one in Spartanburg County. The commission develops and updates a comprehensive land use plan for the airport environs, as mandated by South Carolina law, to ensure the airport continues to meet the needs of the local community.

Board of Architectural Review

Formerly the Historic Review Committee, this Board safeguards the City’s unique architectural and cultural heritage. Its goals are to promote harmonious growth, foster civic pride, improve property values, and enhance the educational, cultural, and economic well-being of the community.

Board of Zoning Appeals

The Board of Zoning Appeals is a seven-member body with authority in three areas: administrative review of planning staff decisions, granting special exceptions, and granting variances within the Zoning Ordinance. Its purpose is to guide development to meet community needs and promote public health, safety, prosperity, and general welfare.

Construction Board of Adjustments & Appeals

The Construction Board of Adjustments and Appeals reviews appeals on decisions by the building official regarding code interpretation and application. Appeals must claim a misinterpretation of the code, non-applicability, or propose an equivalent construction method. The board cannot waive code requirements. It consists of five design professionals and two construction industry alternates.

Municipal Election Commission

The three-member board, composed of City of Greer residents appointed by the Greer City Council, oversees municipal elections. Their responsibilities include deciding on provisional ballots, hearing election protests, hiring poll managers, managing the election day process, and preparing ballots.

Planning Commission

The Planning Commission reviews and makes recommendations to Greer City Council concerning such requests as reviewing development plans and granting final approval for subdivisions and other planning, zoning, and land development matters.
